About this tool.

Does INDEXABLE mean the page is in Google?
No. It means the page doesn't tell Google to stay out. Google still decides whether to index it. The true index status lives in Search Console's URL Inspection tool.
What about the X-Robots-Tag header?
A noindex can also be sent as an HTTP header, which isn't part of the page HTML. Check headers in your browser's developer tools (Network tab) or with URL Inspection.
Why does the canonical matter?
If a page's canonical points to a different URL, Google will usually index that other URL instead. A self-referencing canonical tells Google this page is the preferred version.
